In addition to the trunked system shown below, certain county services are still on conventional radio systems. The Jefferson County School System shares a frequency with the emergency management service: 155.820 MHz ( KBD73 ).

This trunked radio system has many users. Each user is assigned one or more "talkgroup IDs". If you have a trunk tracking scanner, you can use these IDs to determine what agency you are listening to.
You don't need a trunk tracking police scanner to be able to listen in on these frequencies, but it helps! If you don't have one, just enter in all twenty frequencies into your scanner, then each day find and lockout the control (data) channel. It changes once a day, usually. Be sure to unlock the old channel too!  For best results, disable any delay your scanner may have (the kind that keeps the scanner on a channel for a short amount of time so you won't miss another call or reply) because unlike traditional multi-channel systems, a single conversation can hop randomly from channel to channel between transmissions.
